WCAG 2.1 & 2.2 — What They Require

The Web Content Accessibility Guidelines (WCAG) are organised around four POUR principles: Perceivable, Operable, Understandable and Robust. Our audits test conformance against both WCAG 2.1 AA (SEBI's minimum standard) and the newer WCAG 2.2 AA requirements.

Perceivable 1.x Criteria
All information and UI components must be presentable in ways users can perceive. Covers text alternatives for images, captions for video, sufficient colour contrast (4.5:1 for normal text), and content that doesn't rely solely on sensory characteristics.
Operable 2.x Criteria
UI components and navigation must be operable. Full keyboard accessibility, no keyboard traps, skip navigation, page titles, link purpose, no content that flashes more than 3 times per second, and visible focus indicators throughout.
Understandable 3.x Criteria
Information and UI operation must be understandable. Language of page declared, unusual words explained, consistent navigation, descriptive labels, error identification with suggestions, and no unexpected context changes.
Robust 4.x Criteria
Content must be robust enough to be reliably interpreted by assistive technologies. Valid HTML/CSS markup, name, role and value for all UI components, and status messages programmatically determined — so screen readers work correctly.

WCAG 2.2, published by W3C in October 2023, builds on WCAG 2.1 with 9 new success criteria. The most significant additions for SEBI-regulated entities are: Focus Not Obscured (2.4.11/12) — ensuring keyboard focus isn't hidden by sticky headers; Target Size Minimum (2.5.8) — requiring interactive elements to be at least 24×24px; and Accessible Authentication (3.3.7/8) — directly relevant to digital KYC processes. SEBI's circular references "WCAG 2.1 or latest version" — making WCAG 2.2 the current applicable standard. Our audits cover both.
Yes. SEBI's September 25, 2025 Compliance Guidelines circular (SEBI/HO/ITD-1/ITD_VIAP/P/CIR/2025/131) specifically requires that accessibility audits be conducted by IAAP-certified accessibility professionals. While the December 2025 circular removed the standalone appointment deadline of December 14, 2025, the requirement for IAAP-certified auditors for the actual audit (due April 30, 2026) remains intact. Our audits are conducted or supervised by IAAP-certified professionals, meeting this requirement.

The consolidated PDF will be named in the format [Department]_TableC3_[SEBI Reg No.]_DDMMYYYY.pdf as required. This means you can submit our report directly to digital_acc@sebi.gov.in without additional reformatting.

The initial accessibility audit report (Table C3) is due by April 30, 2026 for entities that report directly to SEBI (MIIs and all other REs, including VCFs and AIFs). The final remediation report (Table C4) is due by July 31, 2026. Annual audit reports are due within 30 days of each financial year end, effective April 30, 2027. Given the April 30 deadline is imminent, we recommend initiating your audit immediately to allow time for the audit process and any scoping discussions.
